01.01.1990 LT "Youth Radio M 1" goes live in Vilnius, the first non-state broadcaster in the Soviet Union. It is supported by Süddeutsche Zeitung and will transmit Russian and Lithuanian.

30.06.1990 LT Lithuanian Supreme Council agrees to suspend the effects of the declaration of independence for 100 days. The economic blockade is ended. Oil supplies from Russia are resumed.

Karelia's parliament, an ASSR of the RSFSR, passes a declaration of sovereignty, placing Karelian legislation above Soviet laws in priority. This is the first declaration of sovereignty in the USSR. It states that Karelia is a sovereign, democratic state under the rule of law, inside the USSR and RSFSR. Some juridicial powers, to be decided by parliament, would "voluntarily" be passed to the Federation ond the Union.
05.09.1990 MD Snegur is elected president after parlaiment in Moldova votes for the creation of a presidial republic, due to the crisis of the sovereign republic (Gaugaz) and the 'Socialist Soviet of Trans-Dneistr.'
12.09.1990 SU 4+2 talks in Moscow seal German unity.
09.1990 SU "This legal nit-picking is not serious." Gorbachev on Supremes Soviet's objections on constitutional grounds to granting him wider powers. MSG is granted special emergency powers to deal with the economy, budget, property relationships and law and order. Supreme Soviet votes for a combination of Shatalin's radical and PM Ryzhkov's cautious proposals, following a cue by Gorbachev.

30.09.1990 AZ Republican and local elections in Azerbaijan.
17.10.1990 SU Supreme Soviet adopts the reform programme "Basic Directions for the Stabilisation of the Economy and Transition to a Market Economy), to be implemented mostly by presidential decree.
01.11.1990 SU Gorbachev's decree introducing a commercial exchange rate for the Rouble comes into effect, with an initial parity of 1.8 Rbl/US$.
02.11.1990 MD The Gaugaz (Christian Turkic) minority in Moldova form a government. The republic proclaimed independence from Modlova in August.
16.11.1990 EE Estonia's Supreme Soviet proclaims the independence of Estonia from the Soviet Union.
